Released just days after Barack Obama's stepped-up war on coal and claiming an intention to put the U.S. in a leading role in international "climate cooperation efforts", the National Research Council's "Sustainability for the Nation, Resource Connections and Government Linkages" (which cost us a mere $1 million over a two-year period), BLAMES America's "basic framework of government, established by law," for hindering Agenda-21 implementation nationwide.
They say our structure of government, which is "one of separated and dispersed authority," in which "government agencies at all levels – federal, state, local, tribal and even international – can only do what they have been authorized to do by their governing authorities – namely, Congress, state legislatures, etc.," IS A PROBLEM for their green schemes.
Of course, the OPPOSITE of "separated and dispersed authority [with] federal, state, local [levels]" is CENTRALIZED, SINGLE CONTROL.

NO MATTER THE U.S. CONSTITUTION, the NRC wants Barack Obama to overhaul the relationships between federal departments and agencies to remove legal barriers in order to DEVELOP "sustainability" across the GOVERNMENT, ECONOMY AND SOCIETY in accords with the "national sustainable development strategies" adopted under the United Nation's globalist, anti-sovereignty Agenda 21.

It says the new system of government organization would guarantee those pesky, old legal restrictions would cease to exist…
